When you play this, you must choose a Neighbor from the UNSWAYED NEIGHBORS ROW. Put the chosen Neighbor onto the bottom of the NEIGHBORS DECK. Reveal the top card of the NEIGHBORS DECK and then add that card to the UNSWAYED NEIGHBORS ROW.
The new Neighbor is unswayed, and so is available for any player to sway.
This does nothing if there are no cards in the NEIGHBORS DECK.
