In order to sway this, you must have 6 or more cards currently in your Garage.
Cards that are in your Garage when you change from Away to Home are returned to your hand. This happens before you are allowed to use Home’s “Sway a Neighbor” action, so you cannot just buy 6 cards, return Home and then sway Shelley.
Only count the cards in your Garage at the time that you declare that you are swaying Shelley. If you later have fewer than 6 cards in your Garage, Shelley remains in your Sway.
When scoring, this is worth 5 VP if it's in your Sway.
